Post Corpus Christi Tragedy

811 and damage prevention initiatives across the country and advocating the definitions in dig laws include the protection
of both buried and “submerged utilities”. He has reminded us that protecting underwater facilities is not just a concern in the Gulf region, but nationally spanning inland lakes, waterways and rivers that contain hidden utilities, some of which are very dangerous and impactful if a damage occurs. Does your current damage prevention program and “definition of excavation” protect submerged or underwater facilities? Who is responsible for locating these facilities and what is the related submerged tolerance zone? These and other important issues should be considered in light of the recent tragedy in Corpus Christi which are now being highlighted by the National Transportation Safety Board (NTSB).
